Apple changing app store rules but only for small developers

Apple announced new and looser rules for its App Store opening up for developers to have more direct contact with customers. Critics were not impressed saying the changes are minor. The company, and also Google, are facing increasing criticism for how they force developers to user the app stores’ payment systems where the companies take a cut of up to 30%.

Apple is waiting for a court ruling in a case where game developer Epic Games has challenged the Apple Store’s payment rules.

The company also announced what is called News Partner Program. News organizations providing content to Apple News using Apple News Format will get a 15 per cent commission on qualifying subscriptions to their news app.

However, critics said the changes are minor. Apple’s announced changes are related to a less important court case also challenging store restrictions. When ruling in the bigger Epic Games case can be expected is not clear. Developers have long protested against Apple’s restrictions that prevent them from billing customers directly. Epic Games violated that rule when launching its game Fortnight and included its own payment system.

Apple said it is extending for three years a change made last year that lowers commissions for smaller developers from up to 30% to 15%. Bigger developers will continue paying standard commission on app purchases and in-app payments.

Developers can use communications, such as email, to share information about payment methods outside of their iOS app.

Apple said that the terms of the agreement now proposed will help make the App Store “an even better business opportunity for developers, while maintaining the safe and trusted marketplace users love.”

“The agreement clarifies that developers can share purchase options with users outside of their iOS app; expands the price points developers can offer for subscriptions, in-app purchases, and paid apps; and establishes a new fund to assist qualifying US developers.”

Apple will establish a fund to assist small US developers.
